I know this guy and he is selling a 98 TA for 13k and I know it was fixed right and it has a few minor problems under the hood.
If I got him down to 12k do you think it would be a great buy or shoul I avoid it? Its also a auto.

you've got no warranty with this vehicle, nor are you going to find any company willing to warranty the powertrain.
car with a salvage title will be difficult for you to sell if you should ever decide to get another car. many dealerships will outright refuse to take a car with a salvage title as a tradein.
some states will require in depth "salvage inspections" before they will let you register the car. will put the car up on a lift and look at all identifying numbers to make sure that no parts are stolen.

got a look at bluebook values. 12k-13k is the tradein value if the car had a "clean title".
watch out, some banks won't finance a car if its branded salvage. is not a concern though if you can afford to purchase the car outright with cash
