Headlight Covers

OK, i remember a while back i was watching a truck or import show with a truck in it and the guy took the third brake light, flush mounted it in the back of the cab so it was PERFECTLY flush, then he painted over it. The thing is, the way he painted over it, you couldn't tell there was a light there at all, but you could see the brake light plain as day when it was on...how does that work? Is it possible that you could do the same thing with headlights? It looked really bad ***, and i can't remember how it was done, i think he skipped using primer, only put one coat of base and clearcoated like normal....anybody have any idea?
