Heh! You just go nuts with the elbow grease! No but this is the type of wierd modifications that sometimes have to done on these cars when brought in to my country. I've seen another bird with the same bag except it was in a different places and this one HAD washers.... go figure

The overflow tank is the white square-like container in the background.

What does the cap say? It looks like there are some markings... or is that just the photo?

What color is the fluid inside (if any)?

is that a backwards engine compartment, because that looks like the windshield washer reservoir behind it, but mine is on the drivers side... that looks like the passenger side... but not so sure about that bag... maybe a replacement washer fluid reservoir, i know older cars used bags, not plastic tubs... just a thought?

That is the overflow tank for the radiator behind the bag, those were huge on the Firebirds and the battery mounted on the driverside where on the Camaro's the battery was on the passenger.

Looks backwards to me. My fuel vapor canister in my firebird is on the driver side along with the winshield washer resevior, my battery and overflow tank on the passenger side.

My sugestion is to pull the bag out of the fender and follow any hoses coming out of it. If there aren't any then junk the bag. It serves no purpose. Do you have a coolant overflow tank? That looks like the overflow tank in the picture but I don't see the pressure release/cap thingy.

Its a difference in model year layouts. My 1990 has the canister on the passenger side, battery on driver side:

Its there, just looks like he has the cap off.

Here's a wider pic of the enginebay to end confusions. The expansion container is the big white thing on the passengerside so that's not it. There is absolutely no markings on the cap to the bag. So I really have no clue....

Looks like it was just shoved in there.Maybe it had something in it that was used to refill something that leaked?

I can't believe no one has said it's the ever elusive, mystery blinker fluid resevoir yet

Instead of guessing, can you not just take the cap off or stick a wood dowel down in it (like a dipstick) to see what is/was in this mystery vessel ? Or, take it out and do the same?
These cars didn't come with a headlamp washer/wiper setup (like a benz) either to answer your original guess.

Jag kan svenska ....but it would be unfair to the other readers to write in swedish I think. But I'll be waiting for your pic.... I knew it was headlightwasherfluid But can't understand why there are no washers on my car.... and there's nothing that points to the front piece having been replaced or anything.....
