flexible filler problems

I'am currently in the process of repainting my car. I've decided to fill in the emblems. right now im working on filling in the rear bumper line. ive removed all the paint from the indented area and cleaned the surface w/ wax and dirt remover and then started filling the indented line w/ a flexible body filler. I went back to check on the progress and noticed that it wasn't adhering well. In fact I was able to pull the entire piece out. What should I do to make the filler stick better? Adhesion promoter?, or is that mainly for creating a better surface for paint to stick?
thanks
