buzzing speedometer

I have a 92 z28 camaro. Up until about 5-10mph I hear a buzzing and the needle doesnt move. Once im up to 5-10mph the needle picks up and everything is fine except its about 5 mph off. Anybody know what needs to be done? Also my tach seems to be off as well. Cant say for sure anything is wrong with it because it isnt bouncing....it just seems inaccurate. Assuming something is wrong what could it be?

Also if I do get a replacement speedo, is there a way to adjust the odometer?

i just realized you have a 92 z28... you probably have the 145mph speedo, they can be a bit pricey because the RS owners buy them to install in their cars.
