I was outside trying to change my 89 Camaro IROC-Z headlights for brand new shining ones, and wasn't able to remove anything. I see 2 screws at the top of each light, I removed these, the top move but not the bottom. Is their anything else holding it? If yes, where do I unscrew them the right way? I don't wan't to damage anything.

There's two in the same place as the top ones, but on the bottom. You have to push the headlight pocket down. Put a microfiber or something down between the pocket and the light so as not to scartch the paint.

You can just loosen the bottom ones and pull the headlight bezel up off of them.
