Stopping rust

I'm getting a bubble on my rear wheel well. Is there anyway I can stop it or do I have to sand/prime?

If it's already a bubble then there's most likely a hole. I think some grease is supposed to keep it from spreading, but this is only a temp fix. Best thing you can do is sand it down and see the damage before it starts spreading. Also, look into a little thing called POR-15.
