I actually just noticed this a few weeks ago. Its only visible in one picture I have of the car. My dad took a look at it and wasnt sure how to move the light so that it would sit completely horizontal like it should (unlike how its sitting now).

might be missing some of the springs that hold it in place, or the mount may be bent.

u just gotta kinda play with it. make sure the springs/screws are all there, and just kinda gotta work with it.

mine pointed up and down, they were cockeyed... i fixed them by tightening the top screw on the one that pointed down.
as far as moving them side to side or changin the angle, loosen up the screws around the light (might have to go under ur car if u have that bottom screw. i had it, but it wasnt holding the light...) then straighten it out (remember your pulling against a spring) and tighten the screws.

idk if u have a bigger problem or not, but it worked with mine
