Cloudly paint

I bought a 1989 Camaro RS in March and its my first car but the guy I bought it from says that he was prepping for rally stripes on it. The paint on the head light buckets, hood, top, and hatch all to seem to have a cloudy effect when its not waxed. Do I need to get a clear coat or what to make it look back to normal?

I'd say pics would help, because imo theres different types of cloudy, but since he may have just scuffed the clear up you should be able to buff it nice again.
