Hatch filler/extension panel alignment

The little extension panel about a foot wide running across the end of the hatch glass where the latch… is mounted, is it supposed to be flat with the tops of the quarters or is the front part of it supposed to dip down some?

The reason I ask is that after having a few of these cars _all_ of them had the front of that panel lower than the back/tops of the quarters, and there doesn’t really appear to be enough adjustment to get them to go flat. On my 83 I did go as far as shimming it relative to the glass and bending the studs that hold it moving the whole thing, but that actually dimpled the top surface and left a bit of a gap between the glass and the filler panel that also looked a little funny (not as funny as the front of the panel being low).
