I have some bad rust under the rear bumper cover. The other day I was able to lift the car up and noticed that this piece may be removable. In fact I think I found it at the dealership I buy parts from.



Is #4 the part I need?

I guess this is a common rust spot on our cars. Mine looked like yours at one time. I cut out as much rust as I could then coated it with por-15, then put in some new metal. But I don't know if this part is completly replaceable. Someone on here will know.
