seam sealer

Does seam sealer go in this area? The red arrows are pointing to the lip on the cowl. I am going to add the sealer on the seam in the firewall. That is leaking.

mine only has what seems to be an adhesive, slightly bubbling out from between the two pieces, only in some places

When I was sanding the area, I noticed that too. Wasn't sure if it was adhesive or some type of sealer.

That is almost certainly seam sealer.
