Yeah I would cut all that out and weld in a patch panel myself.

Yeah, there's no thinking about it. You need to get those pieces fixed before it spreads and the only way to do that is with new metal. There are parts there that you might be able to get away with just sanding the rust off, but I'd be willing to bet the rust started from the inside out.
You need to pull your interior and check your wheel wells on the inside.
Take care of the problem now or you're gonna be either junking the car, or giving yourself hell to fix, because replacing the quarterpanels on these cars is by far and away one of the toughest things to do.

Oh ok.. well i guess i will find out soon enough.
TBH.. The rust on the OP's car looks bad enough and high enough up that it could prob use a replacement quarter anyway.
