Need Help with Bumper Problem

I had the old quarter panels cut out and new ones welded in on the car. The problem is that the passenger side is now out slighty farther and therefore, i cant get the rear bumper to sit tightly against the body. I have a small gap between the bumper and body and the same slightly smaller between the bumper and quarter Fx. Is ther anything i can do such as shave a little off the rear impact bar and see if that helps? Thanks

When the cover is bolted up is it really that tight to the impact absorber? Sanding some of the plastic down shouldn't be a problem but there may be a better solution. Do you have a pic?
