Ooh, thats a tricky 1. That happened to my previous camaro. They way I would do it is sand it down completley, prime it and sand it. Then apply a skim coat o filler. Then sand and prime, sand and prime etc... The nose flex so that might be a reson why its webbing. Other people might have another method.
good luck

i'm by no means a paint/body man . it looks like just the clear coat to me . a decent paint man should be able to take care of it . i understand there is a flex agent that should be used on plastic . good luck .

Most of the time when we see that type of damage the paint is fractured but the plastic is fine. But it is cracked for a reason, either an impact or someones fat a** sitting on it, or possibly a poor quality previous repair. All you probably need to do is sand it down and refinish it, but you should play close attention as you sand for areas that are into the plastic.

Re: fixing spiderwebing
whats the best grit paper to use? what sort of sander?
the damage was from the 1st owner bumping in to stuff,....the plastic it self is fine have checked from underside and rubbed down section over one of the "cracks", it's smooth under the paint.

Re: fixing spiderwebing
If you're going to take it off the car and since it looks like the problem is pretty wide spread, I'd look for a bumper reconditioning company in your area. They'll strip it, do any necessary repairs and prime it. When you get it back it will look like new.
If you want to do it yourself or if you're not taking it off the car, I'd start with some 120 grit on a DA or random orbital sander to take most of the paint off and then hit it with some 180 to take it down the rest of the way before you prime. If you prime over too course of sand scratches on plastic it tends to look fuzzy and takes a lot of extra primer to fill the textured surface.

To answer your original question repaint is what is needed. You need to have Flex additive in your paint to prevent that. A real body shop will use that when they re paint the bumper.
