Adjusting Camaro headlights

Adjusting Camaro headlights

I can see the two screws but the side adjustment screws are hidden behind the bumper cover. Do I seriously have to take off the whole cover just to adjust these screws or am I missing something?

I just flex it slightly out of the way. A screw driver with a narrow shaft helps quite a bit too.

All I ever did to my Camaros, was push the bumper slightly aside, to stick the screwdriver in there.
