Bad rust hole or what?

I've been sanding down my car to prep for paint and I noticed behind my rear wheel about 1/4 inch diameter rust spot. Started sanding it with 60 grit and discovered it was MUCH larger. Little rust dimples and stuff. Pulled my dremel out to fully attack the rust dimples and popped a little hole. Stuck my finger in the hole and pulled, and this pic is the aftermath. Nasty. I'm in the military and getting relocated to Korea in a few months, so instead of getting a whole new panel I think I'll just bondo it and worry about the new panel when I get back.

Found this plastic piece just chillin behind the panel when I peeped in the rust hole. No idea what it is or how it got in there.

Looks like or something similar to a front seat bolt cover. Also is this in the rear quarter? Looks like it. It looks like a simple fix. Most metal shops can probably patch it and grind it or not for you for cheap.

But to answer your question, yea its a bad rust hole, anything to me that has enough corrosion to punch a hole that big, means theres more all over the vehicle.

That plastic piece is supposed to hold the tail light harness tight against the tail panel behind the rear trim... I'm going to assume this is the driver's side, right?

Patch panel shouldn't cost you too much. It's finding a decent one that could be a royal pain.

Yes it is the drivers side. As far as overseas, they will ship it for free, but I'm going to Korea. I can't take my car. I can't even drive a privately owned vehicle over there. I'll be cruisin in a POS HMMWV for a year. God I hate HMMWV's. They are not made for anyone taller than 5'0". Kinda like the back seat of a third gen.
