From the inside of the door, grab the panel firmly with both hands, squeeze it with your palms up and out - it's very easy to break the little clips so take care with it.

Are you talking about the part that you might rest your arm on if the window was down? If so, the you will have to take the whole door panel off. They come off together.

In my 89, you did not have to take the door panel off to take that top plastic piece off. Just be VERY VERY VERY careful that you don't break the clips that hold it on. It might be easier to take the door panel off first, but if I remember correctly, I think the piece overlaps the door panel. Oh, and don't get mad at it, cause that only promises you more broken clips (hahaha).

The hard plastic peice you are referring to is screwed outo the door panel itself, at least on every one I've seen.
To remove the door panel, first get the window down, then remove the armrest, any trim plates, switches, (power door lock & mirror if equipped),window crank handle if equipped, and the door handle trim plate.
Be careful on the trim plates, they have "dummy" torx screws that don't come out, if they don't turn easily try another one.
I think they only have 2 each that actually hold them in.
Then remove the trim plate under the door handle, (a little tricky but not too hard), then, using a gasket scraper, putty knife, or whatever, carefully pry the door panel off, the retainers are all the way around, (bottom & both sides) about 6" apart. You want to be gentle here to not tear the cardboard of the door panel.
Now all that is holding the panel is the 4 or 5 "tabs" under the window "fuzzy" at the top.
You should be able to push in & up on the black peice to remove the entire door panel as a unit.

The clips are part of the black peice on the top of the door panel, they hang down between the glass & the inner door.
If you look close, (window down), under the "fuzzy", you can probably see them. The plastic actually fits "over" the top of the inner door. The "clips" basicly keep it (door panel) from leaning in on you when you're sitting in the seat.
