Rear quarter panel - THERES A HOLE!!!
Ok, I took off the ground effect from the rear quarter behind the wheel well and looked at it... my friend just touched it with one finger and BLAM! It just literally fell apart and now there is a hole big enough for you to fit your fist through.... and more then that is rotted also.
Where the ground effect bolts on is where the rust stops. What the heck can I do!?!?!?!?

You'll hear people tell you to fiberglass it, or Bondo it, but the only way to fix it is by cutting out the cancerous section and welding in a new section. Sorry

More than likely those ground effects were replaced. Either by you, or by the previous owner (possibly an accident or something of that nature would deem necessary).
My guess is when the individual re-attached the ground effect, he failed to use any sort of silicone sealer around the hole and bolt. Which resulted in condensation, which resulted in rust.
You just have to replace it now like RCR stated.

I never had any accidents in the rear of the car... so that rules me out. 
The holes where the ground effects bolt on are all fine.... I even took pictures which I am going to have to post at least two here....

The wonders of road salt, unfortunately, the only way to really fix it is to cut out the cancer, and replace it with new metal.

OUCH!! That's a very typical spot to rust on any car. That and the doors. Look at Classic Industries. They might have the patch panel to fix that. I believe a place called Cars, Inc. here in Warren Mi makes replacement stampings. They did when I bought floor pans for an '80 Camaro at least. Good luck.
