Why are some gauges like this

Hey everyone; can anyone tell me why some of the 3rd gen Camaro speedometers usually don't return to 0 MPH when the car is off? I see most of them sticking around 15-20 MPH. Is this easy to fix? It isn't anything with the tranny, ECM, or engine, is it?

my tach is the same way, except that it dont work anymore, but it moves when the car is running, up to 2300, and stays there until u shut it off, then if u rev it up high the needle shoots down to 0

after i stop moving, the speedo takes another 3 sec to move the last 3mm or so to zero.
