Floor Pan Replacement

I am currently working on my Camaro that was in the process of being restored when purchased. The previous owner had replaced the floor pans and trunk pan with new metal. The new pans were welded in place from the top or inside of the car if you will. My question is does the bottom of the floor pan need to be welded to the old metal beneath the car too or just sealed up since it is already welded in place from above? If so, what is the best way to go about this? I want to do this the right way, once! Thanks!

To do this right.... The old floor pan should have been completely removed (unless you could patch it, but it does not sound like that)....

Here's a link to my site that explains some of what my '84 Z28 went through with floor pans....
