hood release not working

Car: 1983 Z29 T-Top Camaro project.
Engine: 305 V8 Cross Fire Injection
hood release not working
I didnt know where to put this but i just got a 83 z28 for free needs a engine rebuild or new engine and what not but anyways the hood release is stuck it was sitting for about 10 years out side covered up with tarps but the rellease is stuck and i tried putting PB blaster on the release up on the hood but it still doesnt budge. Is there any way to cut the cable or something like that to get it open? thanks.
