How did you block off the heater?
Did you block the hot air, or cut off the coolant to the heater core?

Then if there is no heat coming from the heater core, it must either be hot air from the engine compartment, or heat radiated through the floor from the exhaust.

Easiest way to cut off the heat drift and hot water flow to the heater core
is to buy a manual water valve. Used on many older a/c equipped GM
cars.
Install in heater core supply line and minutes and switch off the water
flow.

You gotta make sure that the valve is installed on the flow entrance side
or else the heater core will always be hot.
Also mentioned above the cat converter is under the pass. side.

Did you remove the air dam?
That made a big difference for me, much cooler with it on...
I have a fiberglass KR nose with openings up front for headlights, I thought that would be enough air to cool, but it wasn't... Put the air dam back on, much cooler foot wells / trans tunnel, etc...

The airdam is a important part of keeping the engine/coolant/etc.

A piece of heavy-duty belting, at least 4-6" in width, fastened across here
will help deflect the air up through the radiator's core. See attached.
