Fender vent figment.

Hi Guys, I was wondering if you could clear this up for me. Do vented fenders have a recessed flange so the vent sits flush in the panel or is it just a hole in the fender and the vent clips in and sits slightly proud, thinking of fitting some to my 90 305 when I repaint it over winter. Thanks in advance!
