Are IROC Louvers functional??

I've posted about a way to make them functional (for cooling obviously not for ram air 
) and I don't think I have had any really good, possible, suggestions yet. Here:

I have a TA, not a camaro, but what if you took the LU5 (82-84 crossfire injection) Z28 hood with functional louvers and then bonded a "cut out" version of the Iroc Louvers over the old ones to allow air to pass through? Since it looks like the Iroc ones won't fit into the spaces on the LU5 hood, they seem big enough to sit over them, much like the 91-92 "blisters". Just throwing ideas out there. Below are the two hoods to see what I mean:
