Headlights have worked fine the 3 months of ownership. Today, headlights went up, when I shut them off the one went down, the other one didn’t. If I spin it down, it will come back up, or jiggle it enough it will go down. I can hear the motor isn’t running when I go to put it down, so I’m not sure other than maybe the relay has gone bad?

 

Find a Fiero in the junkyard and grab the relays, they are the same

 

Other than the headlight isolation relay doesn't the older third gens have a left and right actuator relay? You need to verify whether you're getting 12dc to the motor.
The schematic below I believe is for an 86 but should be usable.
