Where are you located?
We have nothing like that here in Michigan, so I really don't know.
I would GUESS that it means there is visible rust on the body and components underneath, and that they are recommending "painting" it again to protect the metal? I know some locations in Europe have standards for this.

The U.K. vehicle inspection program is run by the "Ministry Of Transport", abbreviated MOT. Compared to our U.S. vehicle inspections overseen by the various State's DMV (RMV where I live), the U.K. inspections are far more intensive.

That's why I was asking where the O.P. was. I ran into this authoring a GM service manual supplement for a truck that was being exported. Of the many changes that brand new trucks had to undergo to be compliant was to get an additional coat of "paint" on everything under the truck (save exhaust), to prevent (delay) visible rust.

I doubt their "refresh" is anything more than just a wire brush and rattlecan
Re: Underside factory paint refresh advice please.
Hi Tyler, it's not the MOT inspector who will do the "refresh", it's the MOT inspector flagging the "defect" as needing to be performed. A different (body & paint shop perhaps) place will presumably need to be contracted to do the work.
