Clear coat fade?

Hey, my paint is rough. It's sat outside for a long time before I picked it up. I belive it to be clear coat fade, maybe oxidized? I've tried some buffing, and a meguires "ultimate compound", which brought some color back, but didn't do much for the real problems areas. Photo is of the roof, but the hood is very much the same.
