Light Rusting, future complications

I have an 89 Camaro that has a few scratches on it, and there is some rusting occuring at these places. Generally the rusting is small and appears to just be the surface of the metal. I do have plans for the car, so I'd like to keep the body in good condition. Do I have to worry about the metal rusting all the way through or will the rust stop at the surface??? Also, can the rust be removed with light sanding by a body shop whenever I decide to get the car painted with no adverse affects on the rusted area?

Any info on keeping the body in good condition as far as preventing rust and dealing with it once it's there is greatly appreciated.

As long as it is just surface rust, it can be sanded or sandblasted off by the body shop with no problem. If it is all the way through, you should cut and weld. Touch up the scratch yourself if you can, better than letting it continue to rust until your paintjob.
