will ls1 rear discs only fit 16 inch and up rims?

AFAIK yes.

At least, their outer diameter is greater than the inner diameter of 15" wheels.

They may not even fit all 16"; the GTA wheels for example, with their unusual "feature" inside, might not go over them.
