At my wits end! (Parking brake!)

Alright guys, I'm having a bit of an issue. I just recently upgraded to the stock rear PBR brake system. Everything works great, except one thing: the parking brake! I've installed TWO sets of cables now (NAPA 94597) and they both don't work! When you pull the parking brake, the levers on calipers don't move at all. They are installed correctly, ( I think ) so I am now at loss of what to do. Anybody have any suggestions? Has anyone experienced this before?

Here is information about the setup:

1991 Camaro RS (stock with drums)
1995 z28 calipers.
