Because it's just as commonly referred to as a 10" rotor since nobody needs to care what the exact size is since there are no other sizes available to distinguish it from.

the 11.65 rotor is for the 1le optioned cars, it requires a different spindle and caliper. It will not replace yours.

Since it wasn't available in 1982, it doesn't matter. In any given year there was only one rear disc brake package used, so you don't need to care what size they are.
