E-brake not engaging

E-brake not engaging

Hi guys, i'm having a issue with my e-brake not engaging. My brakes work however me e-brake/parking brake will not engage. I have a 1990 iroc-z with rear drum brakes. I searched the board, but could only find answers regarding a adjustment bolt located under the car. Upon investigation i found that my e-brake line is nonadjustable. I'm able to pull the cable and engage the line with the e-brake handle all the way up. Any advice on how to fix this issue. I'm kinda a newbie so a picture would be the best help. Thanks in advance.

Issue resolved. Disassembled and removed console to verify assembly was operating correctly. Upon removal noticed the handle assembly was full of carpet fuzz. Then noticed one of the components wasn't locking in place and wasn't pulling back. removed some lint/carpet fuzz from handle assembly. Upon removal of lint, handle operated and e-brake engaged.
