Are these shoes installed correctly?

This is rear right side, so on the pic the right side is front of the car.
Is the short shoe not supposed to be on this right side and vice versa?

I failed inspection because this rear right side has 50 % less brake power than he rear left. I installed new wheel cilinders and new drums, still 50 % differance.

Here's a pic of the left side (so on the pic left side is front of the car)

This is correct. In your case, the left side is correct and the right side has the shoes reversed.

Also, you should pinch the "hook" end of the springs together a little bit before you install them. Or better yet, buy a new spring set, they are very inexpensive. Your hold down springs look rusty, which makes them less effective.
