91 bird e-brake adjustment with ford 9" 95-96 exploder disks

Currently the ebrake handle has to be pulled as far up as you can for it to hold the car on a hill. You can't just comfortably push the button pull the lever up and be good. You really have to pull the lever to get the ebrake to fully ingage.
