Started to drive my 1986 TA after replacing tons of parts woman owner, I bought it had original everything, water pump leaking, Starter, Power steering pump, AC Compressor etc..
Anyway My Rotors "look" good, Brake shoes "look" thick, and new calipers but when I brake a feel this mild chugging or surging back and forth to a stop in the front its enough to notice. Anybody else had this?
"look" just mean "looks" not sure maybe disc warped?

Discs could be warped from a panic stop. It doesn't take much to overheat the stock brakes on these cars. You could take them to get turned but the stock rotors are cheap to replace anyways.
It would be a good time to check your brake hoses too. They may be swelling up if they are old.
You replaced tons of parts, did you replace any brake parts? Most blame the rotors without checking runout or checking thickness. Most do brake replacement and don't disassemble the caliper sliders and replace all of the hardware. It's an almost 40 yo old vehicle, everything is worn out.
