Capacitor Problems

Capacitor Problems

well first off it is a stinger series sckh1 and it is digital. I hooked it up the way anyone would hook up a cap, power wire to the cap and then another power from the cap to the amp. i grounded the cap separate from the amp and when i went to go charge it, it only went up to 3.30------ and i know thats not right at all, so question is, is there a way to reset the cap or way to charge it higher. One other problem is that im not sure if it is hooked up the right way due to the fact that the cap is staying on at all times.
please any help is appreciated!!!!!!!
