This might get moved but I was hoping to ask you guys what kind of block/carb setup will get me into the mid 12's. I have an '87 TA with the 305 and 4 barrel. I would like to do it on motor alone. I am thinking a 400 hundred with maybe a Holley 750, a mild/aggresive cam, and some fully ported cast iron heads. Would this be enough and if not what do you guys have in mind? By the way these will be done with either a 4.10 or 3.73 rear end ratio and a 700R4.

A 400 hundred engine? That's 40000, or 40,000 cubic inches - That should do it! 
Seriously, though:
Forget "mild" cam - agressive is in order here. Probably don't need wild, though.
Higher stall convertor to match the cam. Better get that TH700 built solid.
Traction - lots of it, to go with the 4.10 gears. Get everything Spohn offers.
Tuning - needed in same quantity as traction.
Say goodbye to daily driving.

350 w/ 10.5 compression, forged flattops, forged crank. Warmed over Vortec heads. Performer RPM intake, XE274hydraulic cam. 780 vac sec 4150 holley, SLP1 3/4" headers. Built 700R 3000stall, modify the rear suspension, 3.73 gears, and cheaters... that's the combo i'm banking on
