What does the fast idle screw do?

This is for my 650 cfm double pumper.

Engine: L92/LQ4 (both w/4" stroke)
Transmission: 4L80E/4L80E
Axle/Gears: 12B-3.73/9"-3.89
It opens the throttle slightly more when the choke is on to keep the engine running at an idle. Without it, the warm idle speed would have to be too high to keep the engine running when cold, or you'd have to keep your foot on the accelerator to keep it from dying until it is warm.

Idles smooth @ 600 RPM in D. Best 15.02/95.06 @ 5800' Bandimere (corrected 13.93/102.4 @ sea level).
