Just when I thought I was done....

something else pops up. I have a 1979 305 in my 85 Camaro. It had a 2-barrel carb on it and it ran fine. A buddy of mine gave me a 4-barrel and intake to put on it. (stock OEM parts). the problem I seem to have is that with the car off, if I push the gas pedal to the floor, the secondaries (4-barrels?) don't open. There is a little slack in the cable, but it almost seems like the cable is too long. Is there that much difference between the 2 & 4 barrel or did I miss something I should have done?
