Tuning carb to pass emissions
Heres the question. Putting all the emissions stuff back on my car to make it look functional is the easy part but actually tuning it to pass is where I have my question? how far do i need to adjust the airfuel mixture screws and what else should i do? i have a holley 600 vacuum secondary.

Holleys only have idle mixture screws (unless you've got a special metering block with adjustable main jets - I doubt it). With the ignition up to snuff (plugs, wires, cap, rotor in good shape, timing set correctly), engine at operating temp, transmission in gear (OD or D), adjust the mixture screws equally for the highest manifold vacuum.
For the cruise conditions, keep the jetting as lean as possible.
How are you going to make the SES light come on with the ignition on/engine off, and go off when the engine is running?
