idle mixture screwed?

Transmission: 700R4
idle mixture screwed?
Was checking my idle mixture screw settings today and found that the pass. side screw had no effect on the vacuum or idle at all,and the driver side screw was very responsive and i set it accordingly.Is this normal on a Holley?i thought both sides had an equal bearing on idle mixture?

It's not normal. Something is blocking the passage somewhere.

Are they both turned equal amounts?
If the driver's side is out a turn or two more than the pass. side, then you'll get that.
If the driver's side is out a turn or two more than the pass. side, then you'll get that.
