I had this problem once a while back, it turns out that a vacuum hose was getting stuck in the secondary valve on the passenger side (don't know the proper term for it) and keeping the secondaries open. It doesn't sound like this is your problem thought so I would suggest spraying the carb (inside and out) with some carb cleaner and seeing if that helps any.

Do you have a spring on the throttle linkage that pulls opposite the gas pedal line? If not, install one.

You know this is a nice site. I have posted on others and never got a response. I was thinking about installing an extra return spring incase one fails, any thoughts on that?

Fix the problem, don't band-aid it.

Start by removing the throttle cable from the carb. Does the throttle still stick? No? The problem is in the cable or pedal. Find and fix the problem.

Still sticks? You've got a problem with the carb. Could be the throttle shaft, could be a carb gasket getting in the way of the throttle blades, could be a carb linkage problem. Find and fix.

I'd also add to make sure to disconnect the TV cable and the cruise cable from the carb one at a time. I've never actually seen the TV cable jam it up but I have seen the collar on the cruise cable stick.
