Why is this hose disconnected from my carb (pics)?

i have a 83 Trans Am 305 LG4 vin code H, there is a hose that has been disconnected from my carb at the front, can anyone tell me why it is disconnected and what it does and if i should reconnect?
the pics show, the plugged hose, where it connects on the carb, and also where it goes to.
Thank You.

That is the fuel bowl vent and vapor collection hose. Eventually goes to the vapor canister (aka charcoal canister).

No clue why it's disconnected, other than someone not knowing what they're doing (probably trying to "fix" something they didn't understand). Try reconnecting it.

the little round thing in the bottom pic is called the canister purge valve. they do go bad, a lot of people unhook & plug the vent hose when the valve goes out, i have seen 100s of cars done just like yours.
when they are bad, they pull liquid fuel from the carb & it gets sucked into the motor making it run very bad & probably causing dying at idle along with some really bad fuel mileage.

pull the bolt out of the vent hose, start the motor & check for vacuum there, if there is vacuum then something is not right, more than likely the purge valve is bad. i wouldn't trust one that has been plugged like that, it may work fine for a time & then later start causing problems.
i recommend replacing the valve, they don't cost too much.

Thanks for the info. I've even recently come across a parts so if this valve does not have a number on it, i can find it easily. in fact i can also get the part number for every screw and bolt
