stuck choke

the choke on my cc qjet seems to be jammed. im not sure whether its on or off, but it seems like its stuck half way. the butterfly is open but its on fast idle also. this just occured randomly while i was driving down the road, what would cause this? i cant even seem to manually open or close teh choke with the lever on the pass. side of the car its jammed solid.

The throttle has to be off-idle to be able to move the lever to the choke closed position.

Seems kind of strange for it to jam up while driving down the road, but it may need to be taken apart to find out what's going on.
