Choke sticking?

Choke sticking?
The carb is a Holley 650DP 4777, mechanical secondaries with a electric choke. I was playing around with it today while I was bored and I noticed at WOT the plate on the choke tower wasnt opening all the way. Maybe it's because the car is off but it was only opening like 1/4 maybe 1/2 at most. Do I need to adjust it and if I do how should I go about doing it? Or is it because the car is off?

If the engine is cold, the choke should be closed. Opening the throttle all the way then activates the choke unloader which opens the choke slightly to help clear a flood while cranking.

It's mechanical secondaries. Doesnt the secondaries open up the choke too? This was with the engine off and I was just flipping the throttle open all the way and the choke plate hardly moved.

No, the secondary lockout prevents the secondaries from opening while the choke is closed.

Well the primary and secondaries both open but the choke only moves a little bit. Not nearly wide open or completely vertical.
