Another choke question

Engine: 305 lg4,edelbrock,3"air cleaner.k&n
Transmission: turbo 700r4 w/b&m megashifter
Axle/Gears: Stock.
Another choke question
How much tension should there be on the choke plate when the voltage connector is paralell,as in the reccomended position.The pulloff seems to work ok,resistance on the choke coil is 9.97,so is ok.Even after the engine is warmed up,say 10 mins the choke plate is only open a fraction more than the cold start pulloff position.I have 12 volts+ at the choke connector.If i rotate the housing
clockwise the plate will open fully,but then it wont snap shut for a cold start,and if the housing is in the supposed normal position,I have to open it by hand to start the engine,otherwise the pulloff wont open it far enough and it floods,even though i have the pulloff set to specification.This is on a holley rebuilt cc quadrajet.Hope this makes sense,Any ideas anyone?.
