Motor build help

Im swapping to a carb from tbi. I have what i beleive is a replacement block from gm its a 350 2 or 4 bolt not sure which it was built after 87 its a roller block thats all i know about it. I want you guys (the professionals) to suggest from experience some head cam intake carb proven combos that on a stock shortblock will make close to 400fwhp. I have heard only good things about holley carbs so im set on getting one of those and i also want a nice lope to the cam but still streetable. I know, too much to ask but i would like to keep the price inbetween 2,000 and 3,000 thanks much.

It might be a roller block, but does it have a roller cam & lifters?

Heads & intake: http://www.sdparts.com/product/SD806...RPMAirGap.aspx . Or, Fast Burn heads, same intake.

Cam: Something in the 275-ish advertised duration, .5-ish lift.

Carb: Depends upon daily/regular driver or street/strip, but a Holley 650 double pumper would suffice. The HP series looks good if you can live without a choke.
