Rebuilt q-jet now car won't start?

I had my girlfriends brother in law rebuild my quadrajet carb because my car was running really lean(i think) and would die when I put it in gear. I got it back and the choke butterflies are gone because the choke linkage was pretty much scrap, so I put it back on the car and now the car won't even start. The guy is a professional mechanic, he knows his stuff. It doesn't even seem to be firing. What are the possibilities here?

Can you see fuel spraying? Have you tried starting fluid?

Yeah the fuel is spraying...I can't tell if its flooded or not cause I cant smell and I don't know if its firing or not cause I was the only person there and I couldn't test it...But there was indeed fuel being sprayed.

How can you tell if your plugs are fouled?

if the car is flooding with gas then the plug will be really wet and if they are fouled out they will be covered in a thick black soot

Ok well like i said I THINK it was running lean before I took it off. What are the symptoms or running lean vs running rich? These plugs can't have more than 20 miles on them. Of course they've been sitting for about 2 years...would they still spark?
