choke light help!!

choke light help!!
ok so i just recently got my 86 camaro fully built 383sbc but i noticed one the car is off like no key nothing the choke light and my e-brake light are on... and if i turn the key like if im going to start it or if i do start it the choke light is gone so idk whats going on??? also car has no exaust and i need to get it emissioned so i can get plates i dought it will pass any tips on what i can do for my choke light and on how to pass without wasing alot of $$$$..

If you've got any lights on with the key out, you have some electrical problems to find.
